The Analysis Series: Premier League Club Governance: A Comprehensive Analysis of Board Composition and Director Profiles – Part I

This is a two or three part series looking at the individual boards of each Premier League Club, profiling each of their Directors – warning -Long read

Part I features Manchester City, Manchester United, Liverpool, Chelsea, Arsenal, Tottenham Hotspur, Aston Villa and West Ham United
I last published an analysis similar to this perhaps nearly a decade ago – much has changed in that time.
Despite there not being much evidence that clubs generally are being run materially better than a decade ago it is clear that there is a significant evolution in leadership structures, moving towards a more professionalised and commercially astute governance model. Some, Brentford and Brighton for example (featured in Part II) have demonstrated the competitive advantage arising from astute ownership and management.
A prominent trend across football is the increased presence of individuals with extensive backgrounds in finance, investment, and real estate. This composition reflects the greater commercialisation of football and the imperative for clubs to manage their assets strategically, particularly in navigating complex financial regulations and funding large-scale infrastructure projects.
Despite the above, I still hold the belief that governance and the regulation of such is below the standards that most fans would expect from custodians of our most precious assets.
In particular, multi-club ownership and the potential conflicts of interest arising from this ownership model are not adequately addressed.

Introduction: The Landscape of Premier League Leadership

The 2024/25 Premier League season features 20 clubs, including newly promoted Ipswich Town, Leicester City, and Southampton. This league continues to stand as a global sporting and financial powerhouse, with its clubs generating substantial revenues. For instance, in the 2023/24 season, Real Madrid became the first football club to record €1 billion in revenue, and cumulatively, the top-tier clubs in the Deloitte Money League generated a record €11.2 billion.
The strategic direction, financial health, and on-field success of all Premier League clubs are intrinsically linked to the expertise and decision-making capabilities of their boards of directors.
Recent years have underscored the critical role of robust governance, particularly in navigating stringent financial fair play regulations, known as Profit and Sustainability Rules (PSR), and managing significant infrastructure investments, such as the development of new stadiums.
The composition of these boards, therefore, offers a window into the strategic priorities and operational philosophies guiding these multi-million-pound enterprises.

Manchester City FC: Board Structure and Key Personnel

Manchester City is owned by Sheikh Mansour bin Zayed Al Nahyan, with City Football Group (CFG) serving as the overarching entity. The club’s board is characterized by strong representation from Emirati nationals and individuals with deep ties to the owner’s broader business interests. In the 2023/24 financial year, the club achieved record revenues of £715.0 million and profits of £73.8 million, marking a second consecutive year of profitability exceeding £70 million. This financial stability is a testament to the club’s multi-decade strategic approach, which emphasizes commercial, broadcast, and matchday revenue streams.
The composition of Manchester City’s board reflects a deliberate strategy to integrate business and sport, leveraging the football club as a global brand asset within a much larger, diversified business ecosystem. The board members are not solely football executives; they hold senior positions across diverse industries, such as government, finance, real estate, and manufacturing, which are often directly tied to the broader investment portfolio of the ownership. This integrated approach allows for cross-sector synergies, shared resources, and potentially more robust financial stability for the club, as it is not solely reliant on football-specific revenues. This highlights a long-term vision that extends beyond immediate sporting success to broader economic influence.

Manchester United is primarily owned by the Glazer family, with a recent strategic investment by Sir Jim Ratcliffe’s INEOS group. For the fiscal year 2024, the club reported a net loss of £113.16 million. This financial performance, coupled with the new investment, has led to a board that reflects a mix of long-standing family members and newly appointed strategic advisors.
The enduring influence of family ownership with strategic augmentation is evident in Manchester United’s board. The board is heavily populated by members of the Glazer family who have been directors since 2013. This signifies a strong continuity of family control. However, the recent appointment of Sir David Brailsford indicates a strategic move to bring in external, high-performance expertise, likely driven by recent on-field struggles and financial pressures. This suggests the family is augmenting its long-standing control with specialized talent to address specific challenges. This hybrid model of governance—deeply entrenched family ownership combined with strategic external appointments—could lead to a dynamic interplay between long-term family vision and the immediate need for sporting and financial turnaround. The influence of new appointments like Sir David Brailsford will be critical in shaping the club’s future trajectory, potentially challenging traditional operational methods.

Liverpool FC: Board Structure and Key Personnel

Liverpool FC is solely owned by Fenway Sports Group LLC (FSG), which is managed by John Henry and Tom Werner. For the financial year ending May 31, 2024, the club reported an overall loss of £57 million, despite achieving a record-breaking commercial revenue exceeding £300 million for the first time. The financial performance was notably impacted by a £38 million decline in media revenue, primarily due to the club’s participation in the UEFA Europa League rather than the more lucrative UEFA Champions League in the preceding season.
The Liverpool board is dominated by key figures from Fenway Sports Group, all with extensive backgrounds in diverse sports ownership (Major League Baseball, National Hockey League, NASCAR) and investment management. This structure allows Liverpool to benefit from a broad base of sports business expertise and shared resources across the FSG portfolio. However, the financial results underscore the ongoing challenge for even well-managed clubs to offset the significant revenue disparities between UEFA competitions, emphasizing the strategic importance of Champions League qualification for financial health and investment capacity. The presence of financial experts on the board suggests a strong focus on managing these fluctuating revenues and costs.

Chelsea FC: Board Structure and Key Personnel

Chelsea FC is owned by a consortium led by Todd Boehly and Clearlake Capital. For the year ended June 30, 2024, the club reported a profit of £128.4 million, a significant turnaround from a £90.1 million loss in the prior year. This improvement was largely attributed to increased profit on the disposal of player registrations and the strategic repositioning of Chelsea Football Club Women Ltd. Despite this, overall revenue fell to £468.5 million due to the men’s team not competing in the Champions League.
The Chelsea board is heavily populated by individuals from private equity backgrounds and those with strong ties to large-scale investment and real estate. This composition reflects a clear strategy by the new ownership to actively manage assets, such as players and the women’s team, for financial gain and to stabilize the club’s balance sheet, moving beyond traditional football club revenue streams. This shift indicates a more aggressive, asset-management-focused approach to club ownership, where financial viability is actively engineered through strategic disposals and commercial restructuring, rather than solely relying on sporting success. This model could become more prevalent as clubs seek to navigate strict financial regulations and maximize value from all club assets.

Arsenal FC: Board Structure and Key Personnel

Arsenal FC is owned by Kroenke Sports & Entertainment (KSE), with Stanley and Josh Kroenke at the helm. For the 2023/24 financial year, the club achieved record revenue of £616.6 million, a 32% year-on-year increase. This growth was primarily driven by the lucrative return to Champions League football, which boosted broadcast and matchday revenues. Despite this, the club still posted a loss of £17.7 million, though this was a significant improvement from the £52.1 million loss in the previous year.
The Arsenal board is firmly under the control of the Kroenke family, supported by long-serving British directors. This signifies a strong continuity of family control, but also a disciplined approach to financial management. Despite significant investment in new players (£255.7 million in 2023/24), the club managed to reduce its loss significantly, partly due to Champions League participation and increased commercial revenue.72 The relatively low wage-to-turnover ratio (53%) suggests a strong focus on financial sustainability. This governance model emphasizes stable, family-led leadership combined with professional financial management. The club’s ability to invest heavily in the squad while improving profitability, even with a loss, suggests a disciplined approach to PSR and a strategic focus on maximizing Champions League revenue. The board’s composition appears designed for long-term, sustainable growth rather than short-term speculative ventures.

However, the annual loss narrowed significantly to £26.2 million from £86.8 million, partly due to an £82.3 million profit from player sales, notably Harry Kane. The club also saw increased commercial revenue, boosted by non-football events at the stadium.
The Tottenham board is characterized by the long-standing leadership of Daniel Levy and Matthew Collecott, who have been with the club for over two decades, representing the ENIC Group’s consistent control.85 However, the recent appointments of Peter Charrington (March 2025) and Vinai Venkatesham (June 2025, as Chief Executive Officer) signal a strategic executive refresh. This suggests that while ownership remains stable, there is a recognition of the need for new leadership perspectives and commercial expertise, especially after a season without European competition impacting revenue. The appointment of a former Arsenal CEO to a rival club’s top executive role is a notable competitive development, suggesting a focus on acquiring proven talent in football administration.
